Francesco graduated from the Nautical School of Camogli in 1970, qualified as Junior Master Mariner in 1973, sailed as deck officer between 1970 and 1974, attended the Officers’ course at the Naval Academy in 1975, was appointed Navy Guard and then specialized in Routes and Communications, from 1976 to 1977 he was sailing instructor at the Naval Academy.

In 1979 he graduated with honors from the University of Genoa with a comparative thesis on the carriage of goods by sea in Italian and English law, supervisor Prof. Sergio Ferrarini.

After a period of training in London at a P&I Club, between 1980 and 1983 he worked for Siccardi and Marchese Law Firm. From 1984 to 2016 he was a partner at Studio Maresca Law Firm and from January 2017 to December 2022 he worked for Studio Berlingieri Maresca.

He is a member of AIDIM (Italian Association of Maritime Law).

He attended as an AIDIM delegate the Comitè Maritime International Conference in Paris in 1990 and the C.M.I. Colloquium in Buenos Aires in 2010.

Francesco acts on behalf of ship owners, shippers and other maritime operators; he also assists a leading player in the energy and energy transition sector, as well as Italian companies and Italian multinationals active in manufacturing and international trade.

He has published articles in Il Diritto Marittimo on the subject of laytime and demurrage, liability insurance of pleasure boats, road haulage and on the legal nature of the voyage charter party.
